  • Overview

    The Talent Manager will be assigned responsibility for managing and supporting all on-going recruiting, employee development, and employee retention activities within the company across multiple organizations (i.e., Service Delivery, Business Development, Corporate Support, Solutions). The Talent Manager will be responsible for managing and ensuring the successful process for filling job vacancies with the right resources in a timely manner. They will also be expected to develop and employ processes and techniques to manage the entire employee lifecycle: initial candidate engagement, hiring strategy and offer, on-boarding, performance evaluations, and on-going training and development.

    Responsibilities

    Recruiting:

     

    • Work with management (incl. operational project leads and business development teams) to determine recruitment needs and staffing objectives
    • Recruit for key positions through interviews and sourcing
    • Interview job applicants as pre-screen (e.g., “funnel”) for qualification prior to releasing downstream to hiring managers for consideration
    • Responsible for filling both existing and projected job vacancies
    • Support Proposal Teams with staffing requirements (e.g., staffing matrix, LOIs, incumbent outreach, candidate sourcing, etc.) for all on-going proposal development activities.

    Recruitment Management:

    • Design, develop, implement and maintain TDI’s recruitment process to include: Formal Process Description (Standard Operating Procedure(s) with data & workflows)
    • Key metrics to measure recruitment efficiency and effectiveness
    • Reporting Metrics to Executive Team
    • Holding recurring Recruiting Status meetings with hiring managers
    • Implementing a recruiting “dashboard”, accessible to hiring managers and Executive Team to provide real-time status of all open positions
    • Ensure TDI’s Recruitment Process aligns to TDI’s business objectives and operational model with Service Delivery
    • Responsible for drafting job descriptions and personnel specifications
    • Utilize company channels (e.g., company website, LinkedIn, company referral program, etc.) to place adverts for open positions
    • Maintain a job register/database and update it according to specifications from the hiring managers
    • Manage and maintain recruitment channels and sources (database)
    • Build quality relationships with the internal customers, external recruitment agencies, and independent consultant firms
    • Acts as the single point of contact for all recruitment topic
    • Designs training for hiring managers on how to effectively conduct compliant interviews
    • Responsible for the development and the implementation of recruitment innovations to streamline and/or enhance the recruitment process and tracking/reporting of key metrics tied to job requisition and recruitment activities.
    • Responsible for solving and managing all issues that arise during hiring job vacancies
    • Provide direct support and management over all staffing contingencies (i.e., offer letter drafting and final approval, contingency hiring, mentoring, training, counseling)
    • Develop and maintain contacts with schools and other organizations to find and attract applicants.
    • Help identify and resolve issues in candidate relations.
    • Work with HR department to review and implement benefit programs elements

    Corporate Support:

    • Explores the market best practices in employee recruitment, staffing, and development; and implement appropriate best practices tied to effective sourcing, hiring, and retention
    • Stay current on key federal, state and local laws and regulations to ensure our company processes are compliant
    • Gain a deeper understanding of TDI’s industry (i.e., cyber security) and strategic objectives in order to develop an organizational talent strategy to identify great talent and relevant experience to support the company’s growth
    • Develop potential organizational change and process improvement initiatives tied to recruitment aligned to company growth
    • Monitor, track, and continually look for ways to reduce the costs associated the recruitment process
    • Develop a social media communication strategy for TDI that increases our outreach to potential candidates (i.e., company branding)
    • Identify and coordinate participation in local job fairs and college recruitment events to develop an entry-level/internship program for TDI.
